[C]HRIS MANN: A police operation which secretly records the details of every car travelling into Royston has been called unlawful by the Office of the Information Commissioner. The automatic number plate recognition scheme called “The Ring of Steel” by Hertfordshire Police was set up in 2011, but after complaints from privacy campaigners, it was reported to the IOC. UKIP Call For A14 Referendum

[C]HRIS MANN: The question of funding for an A14 upgrade reared its rather ugly head again today at a full Cambridgeshire County Council meeting. Beforehand, Paul Bullen the Deputy Leader of UKIP on the County Council said  a referendum needed to be held before the Council agreed to any contribution of funding. But Council Leader Martis Curtis said it was vital that work on the road is not delayed. He joins me in the studio now. Hello Martin.

PAUL STAINTON: A cap on the total amount of benefits that people aged sixteen to sixty four can receive has begun rolling out across England Scotland and Wales today. James Palmer On The Future For East Cambs District Council

[C]HRIS MANN: As the Government slashes local government budgets by another 10%, our local authorities are facing tough decisions. They’re being told at the same time to keep council tax the same, so they have to make cuts. But where to make them? Services, public transport, roads, care, schools, libraries? Many have already frozen pay and cut jobs. Sharing backroom operations with other councils is already the norm. One council facing such choices is East Cambridgeshire District. based in Ely. It’s rural, but fast growing. 80,000 people. 250 square miles. Right now they’re carrying out a root and branch analysis to try and answer those questions. And the Council Leader, the new Council Leader, is James Palmer, who’s a milkman from Soham, from the Conservative Party. And he joins me now. James, hello to you.

Cambridge Congestion Charge Debate

PAUL STAINTON: Plans to introduce a congestion charge in Cambridge are back on the agenda. It’s one of the proposals in the 2030 Vision, a plan of Cambridge’s future, which is backed by councils, businesses and the University. It’s taken two years to gather evidence. Now the report says that a congestion charge is the only way to solve the city’s traffic woes, and a great way of raising cash for public transport improvements. Now when the charge was introduced in London you remember, it cut traffic by 18%, and delays were down by 30% within the first year. Well to discuss the pros and cons I’m joined by Robin Heydon from the Cambridge Cycling Campaign, which set up Unclog Cambridge. Good morning.
